Walking over to 9th Street (aka the Italian Market) I came across Kimball Street. While the photos pretty much speak for themselves, I have so many questions.

Nearly all of the households on the block seem to be participating. Does each household purchase those inflatables themselves, or is it a group thing? Who inflates them? Does somebody have a lot of hot air or do they use an air pump? Whose idea was it? How did they get so many people to participate?
