More evidence that the Philadelphia police department is corrupt through and through: a corrupt cop just got a promotion.

Michael Spicer was one of the corrupt cops involved in shaking down drug offenders and manufacturing evidence against innocent defendants. Alas, a jury found all the white cops not guilty. 

And now this corrupt cop has been promoted to sergeant, and the cop who supervised the band of dirty cops has been promoted to lieutenant.
