While Chester Arthur was serving as Collector of the Port of New York, he was a big supporter of patronage.

Patronage populism politics gilded age.

When he became president, he surprised many people by signing the Pendleton Civil Service Reform Act of 1883, which is another example of a political figure behaving differently when he’s serving different constituencies.
