Gerald Ford.

He pardoned a criminal before he could be brought to trial, thereby setting a terrible precedent.

Supposedly he was a decent man who did it for what he thought was the good of the country. Maybe so, or maybe it was really a genuine Corrupt Bargain.

Whatever.

It was the wrong thing to do.
